McDONOUGH, Ga. — Police say they have charged a Henry County man in the death of a toddler who was living with him as a foster child. Police on Monday arrested Joseph Charles Todd Dunn and charged him with felony murder and first-degree cruelty to children.

Police say Dunn brought the 20-month-old Russell Chapman to a hospital on Sept. 27 because of seizures. Henry County police Sgt. Rene Swanson says doctors realized the boy had been beaten. The boy died a week later.

Swanson says Dunn has two biological children, a teenage girl and an infant. He was also caring for Russell’s 3-year-old brother, but the boy was removed by social workers on Sept. 27. Swanson says Dunn has no history of abusing children. It wasn’t immediately clear whether he had a lawyer.
